Local Economic and Investment Promotion Officer | Iloilo Provincial Government

Ms. Velma Jane Lao is currently the Local Economic and Investment Promotion Officer of the Iloilo Provincial Government. She also served as the Project Implementation Team Manager of the Local Government Support Program for Local Economic Development (LGSP-LED) in partnership with the Department of Interior and Local Government (DILG), “Rebuilding Economic Opportunities for Sustainable Tourism in Northern Iloilo” funded by the Canadian Government for the Typhoon Haiyan-affected areas.

Previously, she was a Trade & Industry Development Specialist at the Department of Trade and Industry where she was in-charge of Investment Promotion Services and the development of the Information & Communication Technology (ICT) sector of Iloilo. This has led to the establishment of the first few contact centers in Iloilo which paved the way to what is now a 24,000 full-time employee industry in Iloilo. She was also responsible for the founding of the Iloilo Federation for Information Technology, (IFIT) Inc., a tripartite collaboration of the academe, industry and government with the primary vision of enhancing the skills of Iloilo’s human resources in the field of ICT.

She is a graduate of BS in Commerce, major in Accounting. She finished her Master in Business Administration from the International Academy of Management and Economics (IAME) in 2003 and completed her Diploma in Urban and Regional Planning (DURP) from the University of the Philippines in the Visayas in 2008. In 2016, she completed her short course on Local Economic Development from The Hague Academy for Local Governance, The Hague, The Netherlands and recently completed her course on Empowering Women through Enterprises from the National Institute for MSME in Hyderabad, India.
